UPSC CSE 2027 Syllabus — Complete Reference Guide

The UPSC Civil Services Examination follows a notification-based syllabus released annually, but the structure has remained stable since 2013. UPSC CSE 2027 will follow the same syllabus framework with minor updates expected in current affairs scope and Ethics case studies.

This guide compiles the official syllabus across all three stages: Prelims, Mains, and Personality Test.


Stage 1: Preliminary Examination

Paper 1 — General Studies (200 marks)

100 questions, 2 hours, multiple choice. This is the cutoff-determining paper.

  3. Indian and World Geography — Physical, Social, Economic Geography of India and the World
  4. Indian Polity and Governance — Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues

  6. General issues on Environmental Ecology, Biodiversity and Climate Change (no specialised subject knowledge required)

Paper 2 — CSAT (200 marks, qualifying)

80 questions, 2 hours. Minimum 33% (66.67 marks) required to qualify.

GS Paper 1 — Indian Heritage and Culture, History and Geography

  • Indian culture: Salient aspects of Art Forms, Literature and Architecture from ancient to modern times
  • Modern Indian History (mid-18th century to present) — significant events, personalities, issues
  • Freedom Struggle — its various stages and contributors from different parts of the country
  • Post-independence consolidation and reorganization
  • World History from 18th century — Industrial Revolution, world wars, redrawal of national boundaries, colonization, decolonization, political philosophies (communism, capitalism, socialism)
  • Indian Society — salient features, diversity, women's role, population issues, urbanization, globalization effects, social empowerment, communalism, regionalism, secularism
  • Geography — Physical, Salient features of world's physical geography, distribution of key natural resources across the world (including South Asia and India), changes in critical geographical features and their effects

GS Paper 2 — Governance, Constitution, Polity, Social Justice and International Relations

  • Indian Constitution — historical underpinnings, evolution, features, amendments, basic structure
  • Functions and responsibilities of the Union and the States, federal structure, devolution of powers, finances
  • Separation of powers between organs, dispute redressal mechanisms
  • Comparison of Indian constitutional scheme with other countries
  • Parliament and State Legislatures — structure, functioning, business, powers, privileges
  • Executive and Judiciary structure, organisation, ministries
  • Government policies and interventions for development in various sectors
  • Welfare schemes for vulnerable sections; mechanisms, laws, institutions and Bodies for protection
  • Issues relating to development and management of Social Sector/Services (Health, Education, HRD)
  • Statutory, regulatory and various quasi-judicial bodies
  • Bilateral, regional and global groupings and agreements involving India and/or affecting India's interests
  • Effect of policies and politics of developed and developing countries on India's interests

GS Paper 3 — Technology, Economic Development, Bio-diversity, Environment, Security and Disaster Management

  • Indian Economy — Issues relating to planning, mobilization of resources, growth, development and employment
  • Inclusive growth and issues
  • Government Budgeting
  • Major crops, cropping patterns, irrigation, storage, transport, marketing of agricultural produce
  • E-technology in the aid of farmers, food security, food processing
  • Land reforms in India
  • Effects of liberalization on the economy, changes in industrial policy
  • Infrastructure — Energy, Ports, Roads, Airports, Railways
  • Investment models
  • Science and Technology — developments, applications, indigenization
  • IT, Space, Computers, Robotics, Nano-technology, Bio-technology, IPR
  • Environment, EIA, Disaster Management
  • Internal Security — extremism, money laundering, organised crime, terrorism, cyber security

GS Paper 4 — Ethics, Integrity, and Aptitude

  • Ethics and Human Interface — essence, determinants, consequences of ethics in human actions
  • Attitude — content, structure, function; influence and relation with thought and behaviour; moral and political attitudes; social influence and persuasion
  • Aptitude and foundational values for Civil Service — integrity, impartiality, objectivity, dedication, empathy, tolerance and compassion towards weaker sections
  • Emotional Intelligence
  • Contributions of moral thinkers and philosophers from India and the world
  • Public/Civil Service values and ethics in Public administration
  • Probity in Governance — concept, philosophical basis, codes of conduct, citizen's charters, work culture, quality of service delivery, RTI
  • Case Studies on the above issues

Essay Paper — Two Essays (1000-1200 words each)

Two sections (A and B) with 4 topics each. Choose one essay from each section. Topics span philosophical, social, political, economic, and governance themes.


Optional Subjects (Choose One)

UPSC offers 25 optional subjects for the Mains examination, plus literature in 22 Indian languages. Choosing one is a multi-month decision — see the Optional Subject Guide for the framework.

Common high-overlap optionals: Geography, History, Political Science and IR (PSIR), Public Administration, Sociology, Anthropology.


Stage 3: Personality Test (Interview) — 275 marks

  • Duration: ~30 minutes
  • Panel: 4-5 members (including a chairperson)
  • Tests intellectual and personal attributes
  • DAF (Detailed Application Form) topics, current affairs, optional subject, and core values are typical conversation areas
